OUR LADY OF VERITAS — Nuestra Señora de la Verdad is solemnly honored and invoked as the PATRONESS OF GOOD GOVERNANCE. By this title, we acknowledge her as the perfect model of upright leadership, transparency, accountability, integrity and service — the very virtues that constitute good governance. As she welcomed the Divine Word, kept His words faithfully, and fulfilled perfectly the mission entrusted to her by God, she teaches all those in authority that governance is a sacred mandate, a ministry of service, and an exercise of stewardship for the common good. We entrust to her maternal protection and intercession the entire Philippine Government — all its Departments, Bureaus, Offices, Constitutional Bodies, Local Government Units, and all Government‑Owned and Controlled Corporations — so that every official and public servant may be guided by the light of truth, inspired by the love of justice, and strengthened to perform their duties with selfless dedication, honesty and excellence.

CORE CONCEPT & FOUNDING PRINCIPLES

SPIRITUAL IDENTITY

Mary, Our Lady of Veritas, is the Seat of Wisdom and the faithful Virgin who received, guarded and lived the fullness of Truth — Jesus Christ Himself, who declared: “I am the Way, the Truth and the Life” (John 14:6). Being wholly united to Him, she is the purest reflection of all virtues required in public service: she never distorted the word entrusted to her, never sought honour or power for herself, never prioritized personal gain over the will of God and the good of others. She shows us that true authority is service, true power is love, and true greatness consists in humble and faithful fulfilment of one’s duty. As Patroness of Good Governance, she crushes the spirit of corruption, deceit, abuse of power and self‑interest; she illumines minds to discern right from wrong, and moves hearts to choose always what serves the dignity of the human person and the welfare of the nation.

PRINCIPLES OF GOOD GOVERNANCE — SPIRITUALLY ROOTED

These are the pillars that members uphold and promote in all spheres of public office, anchored on the example of Our Lady:

 

  1. TRUTH & TRANSPARENCY – All actions, decisions and transactions are open, honest and fully disclosed; no hidden agenda, no manipulation, no deception. As bearers of Truth, we reject disinformation, cover‑ups and misleading statements.

  1. INTEGRITY & ACCOUNTABILITY – Public office is a public trust. Officials and servants are answerable to the people and ultimately to God. We pledge consistency between words and deeds, uprightness in all dealings, and readiness to take responsibility for one’s actions.

  1. JUSTICE & IMPARTIALITY – Policies, programs and decisions are made and implemented based on law, equity and the objective needs of the community — never influenced by favouritism, kinship, partisan interest or bribery. The poor, the vulnerable and the marginalized are given priority attention and protection.

  1. STEWARDSHIP & EFFICIENCY – National resources, funds, properties and institutions are held in trust, managed with utmost care, wisdom and prudence, used exclusively for the purposes intended and for the advancement of all, not wasted nor misappropriated.

  1. SERVICE & SOLIDARITY – Leadership is defined by service, not status or privilege. Authority is exercised to unite, to empower, to uplift and to build a community where every person can live in peace, prosperity and freedom.

OBJECTIVES & APOSTOLIC MISSION

PRIMARY GOAL: To establish, spread and sustain this devotion in all levels and branches of the Philippine Government, so that the spirit and practice of good governance become deeply rooted, consistent and lasting, transforming public service into a true path of holiness and national renewal.

SPECIFIC OBJECTIVES
  1. To enthrone the image of Nuestra Señora de la Verdas / Our Lady of Veritas in all Government Agencies, Offices and GOCCs as visible sign of her patronage, constant reminder of their sacred mandate, and place of prayer and recourse for all personnel.

 

  1. To organize and enroll public officials and employees as members of the Cofradía, forming them spiritually, morally and professionally according to the values she represents.

  1. To conduct regular spiritual activities, formation seminars and recollection programs specifically designed for public servants, focusing on ethics, public accountability, servant‑leadership and Catholic Social Teaching.

  1. To offer continuous prayers, masses and acts of reparation for the government and the nation — asking for conversion of heart, wisdom in decision‑making, protection against evils of corruption and division, and outpouring of blessings upon our land.

  1. To collaborate in the promotion and implementation of policies, systems and practices that advance transparency, efficiency and people‑centered development, acting as moral compass and constructive partner of the State.
SCOPE OF REACH

“From the Executive Branch down to the smallest Barangay unit; From Constitutional Commissions to State Universities and Hospitals; From National Security Agencies to Economic Corporations — every office, every boardroom, every workplace where public service is rendered shall be a place where Our Lady of Veritas is honoured, invoked and imitated.”

RULES OF LIFE FOR MEMBERS

Especially adapted for public servants:

✅ I accept that my position is a gift and responsibility entrusted by God and the Filipino people — I will exercise it as service, not privilege.

✅ I commit to speak the truth at all times, report accurately, act transparently, and never conceal information that the public has right to know.

✅ I will manage public funds and properties with the same or even greater care than my own — never steal, misuse, waste or allow others to do so.

✅ I will decide cases, grant privileges, award contracts and implement programs based solely on merit, law and the needs of the people — free from favoritism, bribery or partisan pressure.

✅ I will treat all citizens with dignity, respect and impartiality — giving special attention and protection to the poor and disadvantaged.

✅ In all difficulties, temptations and challenges of public office, I will turn to Our Lady of Veritas, my Patroness, asking for her light and strength, and I will imitate her humility, courage and fidelity.

OFFICIAL DECLARATION STATEMENT FOR DISSEMINATION

“WHEREAS, truth, justice, integrity and service are the indispensable foundations of a peaceful, progressive and united nation;

WHEREAS, public service is a sacred trust and governance is a noble vocation ordained by God for the welfare of all;

WHEREAS, the Blessed Virgin Mary, as the most faithful disciple and perfect image of the Church, exemplifies in her life all virtues required for upright and effective leadership;

NOW THEREFORE, the Cofradía declares and proclaims OUR LADY OF VERITAS — NUESTRA SEÑORA DE LA VERDAD as PATRONESS OF GOOD GOVERNANCE, and commits to bring this devotion, with its values and graces, to every Government Agency and GOCC throughout the Philippines — so that through her intercession, our public institutions may truly become instruments of God’s peace, justice and prosperity for all generations.”

PRAYER FOR ENROLMENT & BLESSING OF THE SCAPULAR

(To be recited when the scapular is given to the new member)

O Nuestra Señora de la Verdad,

Accept this sign of our love, trust and consecration.

As this scapular rests upon the shoulders and close to the heart of your child,

May it be a constant reminder to walk always in your ways,

To think, speak and act according to the Truth who is Christ your Son,

And to perform every duty as service offered to God and to our brothers and sisters.

When responsibilities weigh heavy, may it remind us that you carry us too.

When confusion or temptation comes, may the light of your example show us the right path.

Keep us faithful until the end, so that wearing your sign here on earth,

We may merit to wear the garment of eternal joy in heaven.
