Nagpahayag ng pagkabahala ang Commission on Human Rights (CHR) sa pagkamatay ng isang quarantine violator matapos patawan ng parusa ng mga pulis sa General Trias, Cavite.
Ayon kay Atty. Jacqueline Ann de Guia – tagapagsalita ng komisyon, hindi dapat na umabuso ang mga otoridad sa pagpapataw ng kaparusahan sa mga nakalabag sa ipinatutupad na quarantine rules.
Ipinaliwanag ni De Guia na batid ng komisyon ang layunin ng mahigpit na pagpapatupad ng pamahalaan sa mga quarantine protocols ay mahalaga naman itong ipatupad ng may buong paggalang sa kapakanan at karapatan ng bawat mamamayan.
“The Commission on Human Rights (CHR) views the Atty. Jacqueline Ann de Guia as a human rights measure meant to protect the people’s right to health so we may live a life of quality and dignity. As such, we recognise the government’s position to restrict freedom of movement in the interest of public health and safety. However, we stress that quarantine measures are being implemented as a public health measure and not as a peace and order solution—this is the rationale as previously espoused by the Chief Executive himself when he stated that the quarantine is not tantamount to martial law…” pahayag ni de Guia.
Nagpahayag rin ng suporta ang kumisyon sa rekomendasyon ni Justice Secretary Menardo Guevarra sa mga opisyal na lokal ng pamahalaan na patawan lamang ng community service ang mga mahuhuling quarantine violators sa halip na pahirapan at patawan ng multa na higit pang makapagpapahirap sa mga maralita.
“We echo the statement of Justice Secretary Menardo Guevarra in recommending local government units to impose community service on quarantine violators as an alternative to harsh physical exercises and fines which only add hardships already being felt by members of the poor…” Dagdag pa ni Atty. de Guia.
Kaugnay nito tinanggal na sa posisyon ang hepe at ilang kawani ng General Trias Police Office matapos na masawi ang nahuling quarantine violator na si Darren Peñaredondo matapos patawan ng 300 rounds ng pumping exercise.
