Kapanalig, isa ka ba sa mga sinasabing “over protective, over-imposing parent”? Bilang magulang, ang salita mo ba ay batas na dapat sundin ng iyong mga anak maging ito ay hindi na tama?
Well, may nakakatawang solusyon at kasagutan ang Senado sa mga magulang na sobra-sobra at wagas ang higpit.., pakiki-alam sa buhay ng nagbibinata at nagdadalagang anak.
Ito ay ang Prevention of Adolescent Pregnancy Act of 2023 na iniakda nina Senator Christopher Go, Risa Hontiveros, Imee Marcos, Ramon Revilla Jr. at Sonny Angara. Layon ng panukala na alisan ng karapatan ang mga magulang na makibahagi sa buhay pagbibinata at pagdadalaga ng mga anak.
Kapag naisabatas ang panukala, bibigyan ng karapatan ang mga batang may edad na 10-taong gulang na magkaroon ng access sa mga sexual material nang walang pahintulot ng mga magulang.. Payag ka ba dito Kapanalig? Mahabaging Diyos.
Ang panukala ay sagot daw sa nakalap na datos ng Philippine Statistics Authority noong 2022 kung saan mahigit tatlong libong kabataang babae na edad 15 taong gulang pababa ang nagsilang ng sanggol katumbas ng 35 porsyentong pagtaas sa bilang noong 2021. Ang layunin ng panukala ay kapaloob na rin sa Universal Health Care Act o Republic Act no.11223. Isa sa mandato ng Universal Health Care Act ang malayang paggamit ng contraceptives upang mapigilan ang pagdami ng populasyon ng Pilipinas. Ibig sabihin Kapanalig, hindi epektibo ang batas? Hindi na nga epektibo gagawa pa ng kaparehong batas? Dahil sa batas ay inilabas ng Department of Education ang DepED order NO.31 na nagpapatupad ng “comprehensive sexuality education” na malayang itinuturo sa lahat ng pampublikong paaralan ang iba’t-ibang sexual materials.
Kapanalig, ang panukalang batas ay lantarang paglapastangan sa parental authority (rights and duties) na pinagtibay sa “The Family Code of the Philippines” Articles 220-221 na kinabibilangan ng (To keep them in their company, to support, educate and instruct them by right precept and good example, and to provide for their upbringing in keeping with their means; To give them love and affection, advice and counsel, companionship and understanding;To provide them with moral and spiritual guidance, inculcate in them honesty, integrity, self-discipline, self-reliance, industry and thrift, stimulate their interest in civic affairs, and inspire in them compliance with the duties of citizenship; To enhance, protect, preserve and maintain their physical and mental health at all times;To furnish them with good and wholesome educational materials, supervise their activities, recreation and association with others, protect them from bad company, and prevent them from acquiring habits detrimental to their health, studies and morals;To represent them in all matters affecting their interests;To demand from them respect and obedience;To impose discipline on them as may be required under the circumstances; and To perform such other duties as are imposed by law upon parents and guardians. (316a). Ang katungkulang ito ay nakasaad din sa 1987 constitution.
Di ba ang Senado at DepEd ay maituturing na secondary family sa mga kabataan na mangangalaga sa karapatan ng pamilya na itinuturing na munting pamayanan?
Kapanalig, binigyan diin ni Pope Francis sa kanyang Post-Synodal Apostolic Exhortation na Amoris Laetitia na “Parents have a serious responsibility for this work of education, as the Biblical sages often remind us (cf. Prov 3:11-12; 6:20-22; 13:1;22:15; 23:13-14; 29:17). Children, for their part,
are called to accept and practice the commandment: “Honour your father and your mother”. If the parents are in some sense the foundations of the home, the children are like the “living stones” of the family.
