Lumagda sa kasunduan ang Department of Social Welfare and Development (DSWD) at ang humanitarian, development and advocacy arm ng Catholic Bishops’ Conference of the Philippines (CBCP) na Caritas Philippines upang higit na mapaigting ang pagtutulungan ng estado at simbahan sa pagtugon ng kahirapan sa lipunan.
Ayon kay Caritas Philippines President, Kidapawan Bishop Jose Colin Bagaforo, sa pamamagitan ng kasunduan ay higit na makatitiyak ang lahat na makakarating ang mga programa ng pamahalaan para sa mga karapat-dapat na benepisyaryo lalo’t higit ang mga nangangailangan.
Umaasa naman ang Obispo na sa pamamagitan ng kasunduan ay higit pang mapalawig ang mga programa ng pamahalaan na hindi lamang layuning makapagbigay ng ayuda kundi ganap na makatulong sa mga mahihirap na pamilya.
“This partnership with DSWD is Caritas Philippines’ way of accessing programs and resources of the government that are intended for the marginalized sectors of our society, regardless of their faith community… We hope this will expand the reach and facilitate the quick delivery of services. The character and civic formation component of the programs makes them more than just a dole out or ayuda support,” Bahagi ng pahayag ni Bishop Bagaforo.
Nagpahayag naman ng pagkilala si DSWD Secretary Rex Gatchalian sa kahalagahan ng pakikipagtulungan ng kagawaran sa mga pribadong sektor kabilang na sa Caritas Philippines na isang faith-based organization at nagsisilbing humanitarian, development and advocacy arm ng CBCP upang ganap na malabanan ang kahirapan at kagutuman sa lipunan.
Pagbabahagi ni Gatchalian, mahalaga ang pakikipag-ugnayan ng ahensya ng pamahalaan sa Caritas Philippines bilang katuwang sa pagpapatupad ng mga programang pangkaunlaran ng bansa sa pamamagitan ng holistic interventions gaya ng values formation, financial literacy sessions, skills development, at character building sa bawat kliyente at benepisyaryo ng kagawaran.
“We have always believed that we can leverage on the strength and resources of the private sector, including churches, in the delivery of anti-hunger, anti-poverty, and development programs… With the help of Caritas Philippines, we will be able to ensure a holistic intervention, partnering with them in values formation, financial literacy sessions, skills development, and character building for our clients and beneficiaries.” Bahagi ng mensahe ni DSWD Secretary Rex Gatchalian.
Pinangunahan ni DSWD Secretary Gatchalian at Bishop Bagaforo ang paglagda sa Memorandum of Understanding (MOU) noong ika-18 ng Hunyo, 2025 kasama si Caritas Philippines Executive Director Father Carmelo “Tito” Caluag.
Inaasahang sa pamamagitan ng mas pinaigting na kasunduan at pagtutulungan sa pagitan ng DSWD at Caritas Philippines ay mas mapapalawak pa ng ahensya ang mga panlipunang serbisyo nito sa tulong na rin ng social action centers ng bawat diyosesis at arkidiyosesis sa buong bansa.
