Ang Pilipinas ay kilala bilang isang agricultural country ngunit ilang dekada na ang problema ng bansa sa food security., Ang agri sector ay may pinakamababang kontribusyon sa gross domestic product (GDP) o ekonomiya ng bansa. Ano ang problema?
Sa pag-aaral, ang agricultural sector ng Pilipinas ay hindi umuunlad dahil nahaharap ito sa problema ng Climate Change at Natural Disasters; Limited Access to Technology at Modern Farming Practices;Land Reform and Fragmentation; Aging Farmer Population at Rural-Urban Migration; Market Access at Value Chain Integration; Opportunities for Growth at Development; Limited market information at price transparency; Adoption of Digital Technologies; Sustainable at Climate-Smart Agriculture; Value-Added Processing at Product Diversification… ang problemang ito ay alam ng pamahalaan, alam ng Department of Agriculture. Bakit hindi ito ipatupad? May problema sa budget?
Sa katatapos na conference na “Agricultural Development for Food Security: Addressing Challenges to Technological Transformation, Sustainability, and Good Governance” na isinagawa ng Philippine Institute for Development Studies, Asian Development Bank, Southeast Asian Regional Centre for Graduate Study and Research in Agriculture at United Nations Development Programme ay natukoy na higit na kinakailangan ang community engagement at inter-sectoral collaboration upang makamtan ng Pilipinas ang inaasam na “food security at sustainable agricultural development.
Iginiit sa conference ang pagkakaroon ng maayos na credit access ng mga magsasaka sa mga lending institution na tinatawag na agricultural credits sa halip na commercial loans. Binigyan diin ang pag-empower sa local government units (LGU) para suportahan ang agricultural workers sa bansa.Inirekomenda din ang pagtaas sa water productivity, sustainability at climate change resilient infrastructure. Nararapat din ipatupad ang patas na irrigation allocation at paggamit ng mga high value crops.
Nais ng mga eksperto sa pagsasaka na ipatupad ng pamahalaan ang “community driven-development” kung saan nagtutulungan ang lokal na pamahalaan at mga magsasaka.
Kapanalig, sa 2024 General Appropriations Act (GAA) 2024… ang budget ng Department of Agriculture ay 111,687,758-bilyong piso.
Sa napakalaking budget, ano ang ginagawa ng DA? bakit patuloy ang Pilipinas na nakaasa lamang sa importasyon ng agricultural products.
Sa isinagawang 8th Global Conference of the World Rural Forum, nanawagan si Pope Francis ng paggalang sa farmers family na malaking ambag sa pag-unlad ng pamayanan.
Iginiit ni Pope Francis “for the supportive way they work and for the respectful and gentle way in which they cultivate the land.” They are “fundamental to making agrifood systems more inclusive, resilient and efficient,” but unfortunately, “despite the leading role they play in the progress of their peoples and their significant contribution to global food production, they continue to be affected by poverty and scarcity of opportunities.”
