Kinondena ng Catholic Bishops’ Conference of the Philippines Episcopal Commission on Health Care o CBCP-ECHC ang “condom distribution” ng Department of Health sa mga pribado at pampublikong paaralan sa buong bansa para labanan ang mabilis na pagtaas ng HIV-AIDS infection sa mga kabataan.
“With the recent statement released by the government about the distribution of condoms in schools, CBCP Episcopal Commission on health care would like to express our “indignation” about the strategy. We profoundly laments the damage to young people’s consciences produced by this action because these types of gestures, far from preventing pregnancies and sexually transmitted infections, encourage promiscuity and high-risk behaviors,” bahagi ng pastoral statement ng CBCP-ECHC.
Sa liham pastoral ng CBCP-ECHC, itinuring nitong pagsusulong ng “culture of death” ang stratehiya ng DOH.
“This distribution of condoms in schools progress the “culture of death” that is alive and has embraced the young Filipinos. We believe that schools are home for the young to learn gospel-based values, value of human life and dignity human person, responsibility and respect for others, and treasuring human sexuality as a gift among others,” pahayag ng CBCP-ECHC.
Iginiit ni CBCP-ECHC executive secretary Father Dan Cancino,MI, na ang mga paaralan ay dapat maging “bastion” ng “culture of life” sa pamamagitan ng pagbibigay edukasyon na huhubog sa mga kabataan na maging saksi ng “fidelity at chastity”.
“Schools should be a bastion of the “culture of life” by providing education that forms the young to be witnesses of fidelity and chastity,” paglilinaw ni Father Cancino.
Binigyan diin sa liham pastoral na dapat pinapahalagahan ng mga school institution ang mga kabataan ng pag-ibig at katotohanan sa halip na imulat ang mga ito sa “narcissism at aggressiveness”.
Tinukoy ng CBCP-ECHC ang pastoral exhortation ni Pope Francis na “AMORIS LAETITIA” ang kahalagahang magkaroon ng “sex education” sa mga paraalan.
Ngunit nagbabala ang apostolic exhortation na ang ekspresyon ng “safe sex” ay nagdudulot ng negatibong kaugalian sa “natural procreative sexuality”.
“The recent apostolic exhortation of Pope Francis AMORIS LAETITIA (chapter 7) says that there is a “need of sex education” among the youth that should be part of thrust if “educational institutions should take up this challenge in an age when sexuality tends to be trivialized and impoverished.The apostolic exhortation warns that the expression ‘safe sex’ conveys “a negative attitude towards the natural procreative finality of sexuality, as if an eventual child were an enemy to be protected against,” bahagi ng pastoral statement ng CBCP-ECHC.
Sa halip na condom distribution, nanawagan ang CBCP-ECHC ng mas strategic integration ng sexuality education sa educational system sa bansa.
“CBCP-ECHC calls for a more strategic integration of sexuality education (John Paul II Theology of the Body) in the educational system with more resources in education rather than distribution of condoms.”
Ikinalulungkot at nagdurugo ang puso ng Simbahang Katolika sa October 2016 report na apektado ng HIV-AIDS infection ang young population ng Pilipinas kung saan 26 na bagong kaso ang positibo sa sakit kada araw na hindi matutugunan ng pamimigay ng condom sa mga paaralan.
“For the 5 past years, the Philippines has shown a markedly increasing incidence rate (new cases) of HIV/AIDS. The recent 2016 (October) report reveals that there are 26 new cases tested positive per day.And the number of newly diagnosed patients belong to the young generation aged 15-24 years. The Catholic Church in the Philippines recognizes that our young population is greatly affected by HIV/AIDS and our hearts are moved with mercy with this epidemic affecting the future generation of the country, ”pahayag ng CBCP-ECHC.
Nanindigan naman si CBCP Permanent Committee on Public Affairs executive secretary Father Jerome Secillano na edukasyon at impormasyon ang kailangan upang labanan ang paglaganap ng HIV-AIDS sa halip na condom.

Itinuturing naman ni CBCP Episcopal Commission on Youth executive secretary Father Kunegundo Garganta na panandalian lamang at walang malalim na pundasyon ang solusyon ng Department of Health.
Pinayuhan ng pari ang DOH na gumawa ng mas malawak na engagement sa community o makipagdayalogo sa komunidad at ipaliwanag kung paano maiiwasan ang HIV-AIDS.
