Nasasaad sa panlipunang katuruan ng Simbahang Katolika na hindi nararapat balewalain ang kasagraduhan ng pagboto, bilang isang mahalagang sangkap ng demokrasya at unang hakbang para sa pagbabago ng lipunan.
Sa ganitong konteksto ay pinuri ng National Citizens’ Movement for Free Elections (NAMFREL) ang desisyon ng Commission on Elections (COMELEC) na ipagpatuloy ang voters registration sa bansa para sa 2022 elections sa darating na a-uno ng Setyembre.
Isasagawa ang voters registration sa mga lugar na hindi saklaw ng Enhanced Community Quarantine at Modified Enhanced Community Quarantine.
Ayon sa NAMFREL, marapat lamang na magpatupad ng anti-COVID precautions ang COMELEC tulad ng pagbabawal sa mga mayroong sintomas ng sakit na makapasok sa mga tanggapan ng ahensya at physical distancing at pagsusuot ng face masks, face shield at pagdadala ng sariling mga panulat.
“The National Citizens’ Movement for Free Elections (NAMFREL) welcomes the decision of the Commission on Elections (COMELEC) to resume the registration of voters for the 2022 elections on September 1 nationwide, except in areas under Enhanced Community Quarantine (ECQ) or Modified ECQ. NAMFREL also commends the COMELEC for taking steps to implement anti-COVID precautions.”pahayag ng NAMFREL
Bilang pag-iingat iminungkahi rin ng NAMFREL sa COMELEC ang pagpapatupad sa online submission of requirements upang mabawasan ang pagkakaroon ng pisikal na interaksyon sa proseso ng pagpaparehistro gayundin ang pagpapatupad ng online appointment system.
Inihayag ng NAMFREL na ang sistema sa pagpapatuloy sa voters registration ay pamantayan sa pagpapatupad ng epektibo at mas ligtas na sistema ng pagboto para sa 2022 elections kung saan inaasahan pa rin ang patuloy na banta ng COVID-19.
“The upcoming resumption of the registration of voters will be an important indicator of how the Comelec would handle the holding of the 2022 elections amidst a pandemic. NAMFREL remains hopeful that starting with the registration, the Comelec would adopt processes that are efficient, cost effective, and have the utmost safety of Filipinos in mind, to invite confidence from the public and from polling staff that they would not be exposed to infection if they go out to vote or do their poll duties in 2022.” Dagdag pa ng NAMFREL.
Nasasaad sa Commission on Elections Resolution No. 10674 ang pagpapatuloy ng nationwide voters registration mula September 1, kung saan maaring magpasa ng aplikasyon ang mga magpaparehistro sa Office of the Election Officer tuwing Martes hanggang Sabado mula alas-otso ng umaga hanggang alas-tres ng hapon.
