Umapela ang Philippine Ecumenical Peace Platform (PEPP) kay Pangulong Rodrigo Roa Duterte na pakinggan ang hinaing at panawagan ng mamamayan Filipino laban sa Anti-Terrorism Bill.
Ito ang panawagan ng grupo kasabay ng pangamba sa pagpasa sa Mababang Kapulungan ng Kongreso sa Anti-Terrorism Bill.
“The Philippine Ecumenical Peace Platform appeals to President Rodrigo R. Duterte to hear the voices of Filipinos who bear the promise of peace in their hearts and veto this Bill when it comes to him for action.”
Sa pahayag na nilagdaan ng grupo sa pangunguna ni PEPP Co-chairperson Cagayan de Oro Archbishop Antonio Ledesma, SJ nakakabahala ang panukalang batas na maari ring makaapekto sa pagpapatuloy ng peace negotiations sa pagitan ng pamahalaan at ng National Democratic Front of the Philippines (NDFP).
Kabilang sa pangamba ng PEPP ang malawak na kahulugan ng ‘terrorist’ at ‘terrorist groups’ kung saan maaring mataguriang terorista maging ang mga karaniwang mamamayan at lehitimong samahan tulad ng ilang miyembro ng National Council of Churches in the Philippines (NCCP) na maka-ilang ulit nang nadawit sa red-tagging ng mga otoridad.
“Our alarm on the Bill’s passing stems from the recent practice of using the terms Terrorist and Terrorist Groups loosely and indiscriminately in defining enemies of the State and in derailing the GRP-NDFP peace negotiations. Even several civil society organizations,” bahagi ng pahayag ng PEPP.
Nangangamba rin ang PEPP na magdulot ng paniniil sa Kalayaan at Karapatan ng pamamahayag ang panukalang batas sa mamamayan at magdulot ng karahasan at ang pagsasantabi sa demokrasya ng bansa.
Ayon pa sa pahayag, “The Anti-Terrorism Act of 2020 (House Bill 6875), only gives further legitimacy to the criminalization of expressions of freedom and democracy and will translate into more repression in the short term and more violence in the long term.”
Giit ng grupo, mas dapat na bigyang pansin ng mga mambabatas at mga opisyal ng pamahalaan ang pagtugon sa krisis na kinahaharap ng bansa dulot ng pandemic na Coronavirus Disease 2019 lalu na ang kapakanang pangkalusugan at kahirapan ng mamamayan.
“At a time of great national humanitarian crisis when the country is faced by a pandemic that threatens everyone and when the reality of hunger and other health concerns stalk the people in ways never before experienced, it is the call for national unity against the pandemic and its serious long-term implications that is more urgent than ever,” ayon pa sa pahayag ng grupo.
