“KAPATID-NEGROS, an organization of friends and families of political prisoners, has brought to public attention that Persons Deprived of Liberty (PDLs) in the Negros Occidental District Jail – Male Dormitory (NODJ-MD) are conducting a Silent Protest, since August 24, 2025. The PDLs have also written a petition on grievances, including violations of their rights. Allegations of unchecked impunity by detention-facility authorities must be swiftly and thoroughly investigated. The petition of the PDLs raises serious concerns: on matters of detainee welfare with reports of extraordinary prices under a ‘cashless’ procurement mechanism and the questionable implementation of sunning/gardening times as well as allegations of harassment and arbitrary isolation.”

“Jail management must ensure fair treatment, including conscientiously making available the lowest prices for foodstuffs and other necessities. It is morally reprehensible for persons in authority to take advantage of PDLs, especially as most detainees and their families carry additional financial burdens and situational challenges that come with deprivation of liberty. Today’s reports of disturbances at the jail facility should be immediately investigated and any concerns soberly managed, giving proper care to calmly deescalate tensions.”

“We enjoin the Christian faithful to offer a silent prayer at 7pm tonight, and in the days coming, for everyone at the Negros Occidental District Jail – Male Dormitory (NODJ-MD). Our silent prayers can express our concern and solidarity. Our silence will help us listen and respond to the cry for dignity.”
