Kapanalig, malinaw na malinaw sa Article VII, Section 13 ng 1987 Philippine Constitution na “The President, Vice-President, the Members of the Cabinet, and their deputies or assistants shall not, unless otherwise provided in this Constitution, hold any other office or employment during their tenure.
They shall not, during said tenure, directly or indirectly, practice any other profession, participate in any business, or be financially interested in any contract with, or in any franchise, or special privilege granted by the Government or any subdivision, agency, or instrumentality thereof, including government-owned or controlled corporations or their subsidiaries.
They shall strictly avoid conflict of interest in the conduct of their office.
The spouse and relatives by consanguinity or affinity within the fourth civil degree of the President shall not, during his tenure, be appointed as Members of the Constitutional Commissions, or the Office of the Ombudsman, or as Secretaries, Undersecretaries, chairmen or heads of bureaus or offices, including government-owned or controlled corporations and their subsidiaries.
Kapanalig, ang probisyong ito ng konstitusyon ay tahasang nilabag ng pangalawang pinakamataas na opisyal ng Pilipinas.
Sa day 37 ng impeachment trial, ibinunyag ni financial audit expert Atty.Alex Cabrera ang 817-milyong pisong “unexplained wealth ni VP Sara at asawang si Manases Carpio na hindi inilagay sa Statement of Assets Liability and Network o SALN ng bise-presidente mula taong 2022, 2023, 2024 at 2025. Bukod dito, nabigo din ang pangalawang pangulo ng Pilipinas na i-divest ang business interest.
Sinasabi ng eksperto na “masakit magbayad ng tax pero marami sa atin, mga ordinaryong manggagawa, mamamayan ay nagbabayad ng tax dahil kailangan, higit sa lahat ang pagbayad ng tax ay bahagi ng integridad.
Masakit din ang katotohanan, si VP Sara ay tumatanggap ng sahod mula sa Davao city government kahit nakaupo na itong bise-presidente ng Pilipinas.
Dapat Kapanalig, si VP Duterte ay modelo ng integridad bilang pangalawa sa pinakamataas na posisyon sa bansa. Ngunit, ito mismo ang pangunahing lumalabag sa batas!
Kapanalig, ang nabunyag sa senate impeachment trial ay hindi tsismis, hindi fakenews., ito ay totoo base sa mga dokumento sa Commission on Audit, Securities and Exchange Commission, banks at tax records mula sa BIR at iba’t-ibang bangko kung saan mayroong mahigit sa 30-aktibong account ang mag-asawang VP Duterte at Manases Carpio.
Subalit, ang mga katotohanang ito ay babasagin pa rin ng defense panel ni VP Sara sa pagpapatuloy ng impeachment trial. Sa tanong na guilty o hindi si VP Sara sa paglabag sa saligang batas ng Pilipinas? Nasa senator-judges pa rin ang pagpapasya.
