Paiigtingin ng simbahang katolika ang paglilingkod at kawanggawa sa mamamayan lalo na sa mahihirap na sektor ng lipunan.
Ito ang layunin ng Kanyang Kabanalan Francisco sa pagtalaga kay Dr. Pier Francesco Pinelli bilang pansamantalang tagapangasiwa ng Caritas Internationalis alinsunod sa inilabas ng decree ng Vatican.
Binigyang diin sa kalatas ng santo papa na mahalagang mapalakas ang paglingap sa mamamayan lalo na sa humanitarian crisis at pakikipagtulungang isulong ang katarungan at kawanggawa batay sa mga turo ng simbahan.
“In order to improve the fulfillment of this mission, it would appear necessary to revise the current regulatory framework to make it more appropriate to the statutory functions of the organization, and to prepare it for the elections to be held at the next general assembly. Nilinaw ng Dicastery for Promoting Integral Human Development (DPIHD) na ang pagpapalit ng liderato sa organisasyon ay hindi bunsod ng korapsyon at sexual impropriety kundi isang pagsasaayos tungo sa mas magandang programang maipatutupad ng simbahan.
“No evidence emerged of financial mismanagement or sexual impropriety, but other important themes and areas for urgent attention emerged from the panel’s work. Real deficiencies were noted in management and procedures, seriously prejudicing team-spirit and staff morale,” ayon sa Dicastery for Promoting Integral Human Development.
Magiging katuwang ni Pinelli sa pamamahala sa organisasyon si Maria Amparo Alonso Escobar ang kasalukuyang Head of Advocacy ng Caritas Internationalis at Fr Manuel Morujão S.J. para sa personal and spiritual accompaniment ng mga kawani.
Ayon kay Caritas Internationalis President Emeritus Cardinal Luis Antonio Tagle na ang hakbang ni Pope Francis ay hamon sa bawat isa na patuloy sa pagbuklod sa paglalakbay bilang simbahan.
“This is a call for walking humbly with God and a process of discernment, confronting our un freedoms and following the spirit of freedom, [and] at the same time, the walking together of different cultures in their unique expressions of humanity.” ani Cardinal Tagle.
Kasabay ng temporary administration ng Caritas Internationalis ay pinawalang bisa ng Vatican ang lahat ng posisyon ng organisasyon habang inihahanda nina Pinelli at Cardinal Tagle ang proseso ng paghalal ng mga lider sa 2023.
Ang hakbang ni Pope Francis ay alinsunod na sa bagong apostolic constitution na Praedicate Evangelium kung saan inatasan ang Dicastery for Promoting Integral Human Development na mangasiwa sa mga kawanggawa ng simbahang katolika kabilang na ang Caritas Internationalis.
Sinabi naman ni Pontificio Collegio Filippino Rector at Radio Veritas Vatican Correspondent Fr. Gregory Ramon Gaston na malaking organisasyon ang Caritas Internationalis at may sariling pamunuan ang bawat social arm ng simbahan sa mundo na kinakailangan din ng pagsasaayos tungo sa kabutihan.
“Caritas never abandons areas in times of natural or man-made calamities. Each member agency or organization is autonomous. Each has its own set of directors, projects and finances, and does not receive direct orders continuously from Caritas International. Given this degree of autonomy among member organizations and the intense work that each carries out, it is totally understandable that there is always room for improvement.” pahayag ni Fr. Gaston sa Radio Veritas.
Binigyang diin ng pari na hindi lamang sa Caritas Internationalis ang pagbabago na ipinatupad ni Pope Francis kundi sa bawat tanggapan sa Vatican.
Ang Caritas Internationalis na itinatag noong 1951 ay binubuo ng 162 charitable institutions sa 200 bansa.
