Nanindigan ang Diyosesis ng Bayombong sa Nueva Vizcaya laban sa anumang uring karahanasan at terorismo sa lipunan.
Sa pahayag na inilabas ng diyosesis sa pamumuno ni Bishop Jose Elmer Mangalinao, ikinalungkot nito ang pagsasabatas ng Republic Act No. 11479 o ang Anti-Terrorism Law sa gitna ng pakikipaglaban ng mamamayan sa krisis na dulot ng corona virus pandemic.
Bagamat suportado ng obispo ang kampanya ng pamahalaan sa pagkakamit ng kapayapaan sa bansa, mariin nitong tinututulan ang mga pamamaraan na maaring banta sa karapatang pantao ng bawat mamamayang Filipino.
“I condemn terrorism in all its form. I understand and support the interest of the government to ensure peace and order against terrorism in our country, but I will never support a law that will endanger the freedom and rights of the Filipino people.”bahagi ng pastoral statement
Ikinababahala ng Diocese ang pagsasabatas ng Anti Terror Law sapagkat malaking banta ito sa mamamayan at hindi malinaw ang ilang probisyong napapaloob dito partikular na ang pag-aresto sa mga hinihinalang terorista nang hanggang labing apat na araw at karagdagang sampung araw.
Bukod pa dito ang pagpapalawig sa panahon na puwedeng manmanan ang mga hinihinalang terorista hanggang sa 60-araw mula sa dating 30-araw.
“I, together with the clergy of the Diocese of Bayombong, decry this law as it is prone to abuse and will threaten our undeniable rights and freedom of expression, of speech, and due process of the law. Under this law, any expression can be taken as dissent and subject to investigation and arrest. Anyone can be labelled as a terrorist.”bahagi ng pastoral statement
KAWALANG KATARUNGAN SA MALAYANG PAMAMAHAYAG
Pinuna rin ng obispo ang pagsasantabi ng 70-kongresista na pumatay sa prangkisa ng ABS-CBN na isa sa mga media network na inaasahan ng mga Filipino sa paghahatid ng mga impormasyon.
Tinukoy din ng Obispo ang 11,000 manggagawa ng ABS-CBN na mawawalan ng trabaho at pinagkaitan din ng pamahalaan ang mga ordinaryong mamamayan lalu sa mga liblib na lugar sa bansa na makakuha ng mga impormasyon.
Tinawag din ni Bishop Mangalinao na banta sa malayang pamamahayag ang ginawa ng mga mambabatas.

Now, another source and channel of information has been silenced. This shutdown does not only leave eleven thousand jobless workers but also affects many Filipinos in the remote areas whose only source of news and information is the network. The shutdown is a threat to press freedom now more than ever needed during this time of pandemic.”pahayag ng Obispo
Iginiit ng obispo na walang puwang ang katahimikan at kawalang pakialam sa nagaganap sa lipunan.
“Silence and indifference have no place right now! We need to speak up and be heard! I invite you dear brothers and sisters in Christ to be unified not to allow an unjust system to silence our voices and to take away our basic human rights. Let us continue to be vigilant in the face of these threats to our democracy.”
